We believe this project will be an excellent investment in the youth of Tillsonburg and a welcome addition to the community. We have assembled this proposal for services in response to your request. Included in this package you will find: Information about our team including previous project experience and references, our project understanding, proposed approach and fee schedule. You will also notice a couple of sample design directions to assist in generating ideas and give a sense of what is possible for the intended budget. Please understand that we have outlined our standard program for park development within the proposal document. As per our telephone conversations, we may substantially alter phases of our approach and redirect/reschedule project visits based upon the specific goals of the Town. Most importantly, if an existing design from our firm is chosen by the community, we will be able considerably streamline our design process and deliver completed working drawings for tender within 4 - 6 weeks of the design selection. Thus if a tender were to be issued shortly after, the park could likely be constructed by this Fall (subject to the availability of local contractors). Introduction

This document has been prepared specifically in response to the Request for Proposal issued by the Town of Tillsonburg. Thank you for considering our team for the design development of the Tillsonburg Skatepark. We hope you will find this to be a comprehensive approach that meets your project goals. Our team - New Line Skateparks Inc. & van der Zalm + associates inc. is comprised of design and construction professionals that are active skateboarders. This unique synthesis of ideas and experience has been tested and enhanced over the course of many projects. We are a proven consulting/construction team with an enviable track record for similar youth park projects throughout Canada, the United States and Europe. No project is too small or too big. Because we love what we do, we approach each skatepark facility with the same vigor and desire to create something unique and special for youth and families within each community. Skateparks are indeed family facilities and when designed with community input and sensitivity to the site, a truly valuable and well used park will emerge. The New Line / VDZ team is the most experienced skatepark development team in Canada. Together we have been involved with the design and construction of over 100 skatepark and youth park projects across Canada, the United States, and Europe. Kyle Dion

Mr. van der Zalm is the founding principal of van der Zalm + associates inc.. He will be responsible for directing all action as it relates to project development. His duties include liaising with the client, stakeholders, and the public, as well as design development and project management. Mr. van der Zalm is a registered member of the British Columbia Society of Landscape Architects as well as the Ontario Association of Landscape Architects. He holds a masters degree in Landscape Architecture and Environmental Planning with design expertise is centered on Parks and Recreation development and Urban Design. Mark has served as project manager on over 60 of the continent’s most recognized concrete youth/skateparks and is a frequent presenter on youth park development within North America and Europe.

Jay Balmer

Mr. Dion is the founder and president of New Line Skateparks Inc. His responsibilities will include directing community needs analysis & facility strategy development, concept and design drawings, planning, and construction operations. Mr. Dion is an active skateboarder who has dedicated himself to the promotion of the sport across North America. He is a current executive board member of the Canadian Skateboarding Association (CASA) and has provided his consulting services to over 120 parks around Canada, the United States, Europe, and Australia. Mr. Dion is recognized as one of the world’s leading designers of modern skateparks and has presented at recreation symposiums across North America and Europe.

Jay Balmer is well known in the skate community across Canada and the United States. He was the executive producer of Slam City Jam - the North American Skateboard Championships until 2003 and a key consultant to the City of Vancouver in developing their skatepark strategy. Jay was also a key design team member and project coordinator for Shaw Millennium Park in Calgary, Alberta. His work with the community has left a legacy that continues through youth outreach programs, programming of the park, and ongoing statistical surveys that continue to provide valuable information for communities across Canada.

Project Staff... RJ Dueck

nls - construction detailing/cost estimation/construction coordination

Mr. Dueck has over 14 years experience in large-scale construction in British Columbia. He has provided site foreman/superintendent and project management services on multimillion dollar construction projects throughout western Canada. Mr. Dueck is uniquely suited for evaluation of concept drawings for this project. As an active skateboarder for 19 years, he has served as the key site manager for the construction of many of North America’s largest and most recognized concrete skateparks. Mr. Dueck will evaluate proposed conceptual designs for costs and coordinate all construction services.

Matt Lundin

vdz - autocad technician

Mr. Lundin is, by trade, an architectural and civil drafting technician, as well as a sport coach and avid skater/snowboarder. He received his training from the University College of the Fraser Valley (UCFV). Matt will help translate conceptual ideas into technical drawings and illustrative plans. Matt has applied his drafting skills to over 60 notable concrete skatepark developments across Canada, Europe, and most recently in the United States.

Jay McIntyre

Mr. McIntyre received his diploma of Mechanical Engineering from the British Columbia Institute of Technology. He brings a unique perspective to our firm due to his abilities as an engineering technician and as a skater with a skateboarding background of some 19 years. Jay will perform engineering reviews of technical aspects of skatepark construction. Jay’s ability to model design solutions has proven invaluable on complex drainage and site servicing issues on past park projects (70+).

Mr. Shan joins van der Zalm + associates inc. from RSP Architects Planners & Engineers of Singapore. He is trained as an architect and structural engineer. His experience in Asia as a project leader on many challenging projects, as well as his incredible computer rendering abilities, will prove valuable in communicating design ideas. Mr. Shan’s experience as a team leader for over 12 years on challenging urban projects in Asia will help guide our design team through concept development and beyond.

Austin Peterson vdz - certified arborist

Mr. Peterson is a certified arborist and horticulturalist. His help on this project will center around evaluation of the proposed site. He will provide insight as to potential impacts on surrounding plant communities and significant trees. Mr. Peterson will also consult on impact to micro-climates given potential modifications to existing vegetation and landscape.

Brad Snelling bcsla vdz - landscape architect

Mr. Snelling received his Master of Landscape Architecture degree from the University of Toronto’s Faculty of Architecture, Landscape and Design in 2002. He is currently enrolled in the new Design Essentials Management program at the British Columbia Institute of Technology and the Emily Carr Institute of Art & Design. Brad will assist in workshop development, graphic and communication design as well as detail design.

Ritti is originally from Thailand and is now settled into his career at VDZ - British Columbia. He received his BLA from the State University of New York at Syracuse and his MBA with a focus on general business studies from the University of Hertfordshire in the UK. Before joining VDZ, Ritti worked at Geller-DeVellis Inc. in Boston and PL Design Co., Ltd. in Bangkok. Ritti will assist in workshop development, graphic and communication design as well as detail design.

Trevor Morgan BComm

Trevor is an active skateboarder with over 10 years of skate/youth park development experience. His work with countless municipalities has contributed to the creation of numerous ongoing youth organizations, public skateparks, and skate/youth park programs across Canada and the United States. Currently an alumnus of the Haskayne School of Business commerce program, Trevor is preparing to continue his studies with an MBA focusing on action sports and youth markets. Trevor serves as manager of the NLS VDZ Calgary offices and will be responsible for community needs and analysis, facility and programming strategy, and contract administration. Ariel Stagni

Ariel Stagni is community liaison and skatepark development coordinator for New Line East. He is a sponsored skateboarder of 13 years and grew up street skating in Mississauga. Ariel has an intimate understanding of skatepark layout and construction and served as the project manager on over 15 notable concrete parks to date. He has traveled the world experiencing skateparks firsthand and participating in contests and demos. Ariel’s role will include communication with the skate community, design consultation, and regular site reviews to ensure the park is of the highest quality.

Site Specific Design Each new skatepark development must be designed to fit the site. In past cases we have seen skateparks designed in a ‘vacuum’. The designer or design team develop a concept independent of the actual site and it’s various opportunities and constraints.

We approach each project with a fresh perspective; bringing years of experience and tested innovations to the drafting board. Some key aspects of site specific design include understanding the sub-surface conditions through a detailed geotechnical report and evaluating the site for cultural uses that may affect the use of the project. Also of importance are examining adjacent land uses, residential properties, commercial zones, and transportation hubs.

Concurrent Engineering/Advanced Cost Estimation Too often we have witnessed seemingly qualified skatepark consultants lead municipalities into serious funding complications. Many times this occurs due to the creation of over budget concept designs. The design team produces the park concept independent or without sufficient knowledge of the required engineering to properly construct the facility. The concept design is then approved by the community only to be sent for engineering whereby it is discovered to significantly exceed the available construction budget. VDZ/NLS avoid such scenarios through a process known as concurrent engineering. First, our team will obtain detailed survey and geotechnical information for the chosen site. Then, as the design team creates each concept drawing, in house engineering staff will simultaneously evaluate the designs against site data for construction specification and cost considerations. At virtually any point in the concept modeling, our lead designers are able to access comprehensive information related to concrete volumes, cut/fill and sub base requirements, steel quantities etc.

The result is highly detailed 3D concept renderings and cost estimates that allow communities to see a precise representation of how the park will look and ‘feel’ within the specific site and budget parameters.

To date the NLS/VDZ team has been retained to redesign and build 3 high profile concrete skate facilities from a previous skatepark design firm due to budget complications (Vic West Youth Park, McArthur Island Youth Park, Dawson Creek Skatepark, Invermere Youth Park (2006) - see our feature projects for profiles on these Skatepark facilities)

Skatepark Shaping The secret to successful youth parks is in a large part due to the concrete forming and finishing. Time and time again, skaters, in-liners, and bmx riders indicate their appreciation for blemish free concrete that provides a smooth and consistent surface. NLS and VDZ accomplish this through the use of skatepark specific concrete finishers, a Computer Numerical Control (CNC) fabrication system, and a project approach known as ‘construction compartmentalization’. ‘Construction Compartmentalization’ The term “construction compartmentalization’ simply refers to the division of the skatepark project into manageable units. We do not tolerate cost/schedule cutting through the use of massive concrete pours. We prefer instead to pour panels within manageable dimensions that allow experienced finishing crews to spend time ‘polishing’ and ‘smoothing - out’ the finished surface. The first panel poured should resemble the last, thereby providing a uniform surface across the park.

CNC Form Fabrication and Custom Finishing Tools To further ensure all concrete elements are completed accurately to the set design specifications, New Line Skateparks Inc. has constructed a custom fabrication facility equipped with Computer Numerical Control (CNC) technology. The shop prepares complex forming packages and custom concrete finishing tools required for each unique skatepark project. The specially fabricated form packages and tools allow for a significantly higher degree of terrain accuracy and quality throughout each park while providing heightened efficiency and cost savings by virtually eliminating the majority of arduous onsite form preparation (typically 2 - 3 weeks). The CNC form and tool system is proprietary to New Line Skateparks and has been the result of years of testing and situations where our team has cursed the inadequacy of traditional tooling. In cases where our team is retained for design consulting only, our CNC form packages will be made available to the chosen contractor with shipping to site upon project start-up. Master Placers and Finishers Another part of the problem in attaining high quality youth parks stems from the use of inexperienced crews and concrete labourers who are only familiar finishing ‘flat-work’. A skatepark is a specialized terrain that requires highly skilled and experienced concrete finishers to work diligently to achieve consistent quality on varied degrees of slope and radii. Our team employs full time skatepark specifc placers and finishers to execute our own design-build projects and assist local contractors on our consulting projects. This is one more part of our competitive advantage and a primary reason for consistent quality in our parks.

Custom Edge Detailing With the range of users taking advantage of the new recreational opportunities afforded by youth parks, we have seen some challenges to strong construction and durability. Skateboards, bmx, and inline, all have an impact on the park and it is critical to provide a ‘heavy-duty’ finish so that the park maintains a safe and ‘new’ feeling for many years. One of the main issues related to park degradation is weak edges. These edges exist on all concrete features, either at coping, or on steel edged ledges. One innovation that was brought about due to concrete damage from bmx ‘pegs’, was the alteration of our coping detail. We now utilize heavy gauge steel plates welded to the top of coping (with the appropriate offset for ‘locking-on’), set flush in the outer deck of the park. This provides a consistent and heavy wear plate for the extended pegs of modified bmx. This innovation does not affect the skateability of a park, but enhances the long-term wear of the concrete.

Another innovation in edge detailing is the use of custom poured concrete edges. The construction team prepares a number of forms that replicate the concrete edges of surrounding seat walls and ledges. These ‘concrete coping’ elements are bolted into place where traditionally we have placed steel edging. This element provides a true ‘street’ feel. Skaters have commented that they appreciate some elements within the park that allow them to have a true concrete grind edge. This concrete element can be changed after a period of heavy wear, without large cost or time expenditure. The result is a park that feels ‘new’ for an extended period of time.

The park must be formed correctly, prepared, shaped, and finished. It is extremely important however, not to overlook the concrete mix design. Too often, design specifications will call for a simple 28-32mpa concrete for all skatepark features. We have found that specific mix designs for elements such as the bowl or near vertical transitions are important to the long-term durability and seamless finishing of the park. NLS and VDZ vary the mix design for street features vs. high transition bowl features. This variation has been discussed at length with the Concrete Ready Mix Association of British Columbia. In developing parks across Canada, we partnered with the Association to develop a Skatepark Specific Mix. This mix is proprietary to New Line’s construction system and without incurring any additional cost, the park will have a smoother finish and higher strength and wear qualities.

Skate Friendly Amenities In planning the design of any high use park, the key to success is to make all elements within the immediate boundary of the park durable and ‘skateable’ or ‘rideable’. We have found that design modification of park benches, trash receptacles, and even signage, will provide a long-lasting, durable venue where nothing is off-limits. In actuality the entire park, including surrounding amenities are included in the rideable terrain.

Accomplishing this task is no small feat. Project Understanding The residents of Tillsonburg have determined that a concrete skatepark facility would be a welcomed addition to the existing parks network. Council and Staff have supported this project with the designation of a site and commitment of funding for the development of the facility. It is also understood that a local group of ‘action sports’ enthusiasts, community leaders and parents have mobilized to advocate for the new development and help raise additional funds.

The designated site for the project is a vacant area near the Tillsonburg Community & Tender Assistance Centre. Some foreseeable site considerations include integrating the park tactfully into the existing natural landscape and ensuring the park’s design compliments the flow of Construction Administration users engaging in the surrounding multi use areas of the park. Maintenance & Lifespan

Our design team has had some preliminary communication with members of the local Budgetary Constraints skate/bike community. The users are a large, diverse group of youth comprised mainly of skateboarders, BMX riders and some inline skaters. Within each group there are a variety of styles, disciplines and ability levels, each with their own unique technical requirements. Based on this information, the park should provide fun and challenging opportunities for skateboard, BMX and other ‘action sports’ athletes. Park terrain should contain a mixture of ‘real street’ and ‘modern park’ features with an orientation towards beginner to advanced level users. Considerations will also be given for the opportunity for users to grow and progress in their skills. The design of this facility should also take into consideration the possibility of hosting competitive events. Skateparks are also amazing family facilities and great to watch! Attention must be given to areas for spectators. The total project budget has been estimated between $100,000 to $125,000. Submitted design fees must ensure the creation of a concept design, completion of working drawings, tender preparation assistance and a thorough construction administration program. Information on the proponent’s public consultation process should be provided, although this portion of the project will likely be undertaken by Town Staff. In addition, the design process shall allow for the project to be completed in phases and accommodate potential expansion/additional amenities if further funding and/or in kind donations be realized. Finally, it is understood that the entire development process should be undertaken in close collaboration with local youth, Municipal Staff and surrounding community. These stakeholders must be respected and well understood by the design team.

Our Approach Our team will approach this project from a collaborative point of view. We will engage the park users and surrounding community throughout the development process and bring a professional, organized and fun attitude. Project Understanding

The Town of Tillsonburg has made a significant contribution by offering of a site and partial financing for this important youth project. It is critical at this point to bring together all stakeholders. The design team will meet with the Municipality, the Skatepark Development Committee and other interested youth/community members through a series of key stakeholder gatherings and ‘all are welcome’ public open houses/design workshops. These sessions will allow us introduce our team and establish open lines of communication for future design work.

Our Approach

We will showcase many of the park projects that we have been involved in throughout North America and conduct our internationally recognized ‘Skateparks 101’ presentation/workshop series. Each meeting will allow Tillsonburg to discuss design goals and issues relating to the new development for the eventual purpose of defining the final design vision. Public Consultation & Concept Design... ‘Skateparks 101’ Public Information/Input Sessions and Youth Design Workshops: Through the ‘Skateparks 101’ program we can get down to business! We will provide accurate and comprehensive project information to the entire community and discuss the true desires of the youth/user groups. The program is made up of main 2 sessions: Session 1 will consist of an interactive powerpoint presentation designed to introduce the world of modern skateparks and the ‘action sports’ they facilitate. Presenters will focus on dispelling myth from reality and provide a compelling exploration highlighting the function, look, and ‘feel’ of modern skateparks and their affect on the community. Presentation materials will draw heavily on over 80 similar concrete skatepark developments (complete with photos) from across Ontario and North America. A question and answer session will follow along with the opportunity for stakeholders to submit written feedback on development priorities.

Following the Q&A, youth and other interested stakeholders will be invited to discuss details of the park design as it relates to the construction realities of the Tillsonburg site. This usually consists of a smaller group that will be led through a combination of discussion, drawing, writing, and modeling specific park features/program ideas under the guidence of one of our experienced design leaders. 3D computer renderings will be used to assist in generating the chosen design direction. We will take information from this session back to our studio to develop the park program and design concepts. During this time in progress sketches and other pertinent information will be posted our online forum to gain additional feedback. Our experience has shown us that one dominant concept will begin to emerge through this process. However, having alternative layouts with variations on obstacles/elements suggested by the youth/community will help build consensus and provide another opportunity for youth to ‘make the final decisions’. Design concepts will be transformed into 3 dimensional presentation renderings for a second public open house/ review with the committee and stakeholders.

Public Consultation & Concept Design... Session 2 will consist of a second presentation illustrating how the Tillsonburg skatepark will look and function through the use of advanced 3D computer generated images and colour presentation panels. Presenters will guide the community through important details of the design as it relates to the requests of the users/ community and the specific site (at this point, we will also encourage youth to assist in presenting). Again, a question and answer session will follow along with the opportunity for the community to submit written feedback. Following the Q&A, youth and other interested stakeholders will be invited to discuss refining details of the facility design in a similar format to the initial workshop. Feedback gained from session 2 will be incorporated into the final design. Completed amendments will be posted on our online forum and sent back to the Town and Skatepark Development Commitee. Once we have consensus on the final design, we will proceed with detailed concept development plans and cost estimations.

Experience with past projects has shown that the entire public consultation process is more than adequately accomplished through 4 primary meetings in total - 2 at the committee/key stakeholder level and 2 in an ‘all are welcome’ open house format. If the need/opportunity arises for additional meetings, they are often included at no additional charge by scheduling on a similar timeline to the primary sessions. All meetings will be facilitated by an NLS/VDZ Principal or Project Coordinator - all with 10 + years of skatepark development experience working with youth and Municipalities across North America and Europe. Technical Drawings & Tender Assistance Project Understanding

The technical drawings and details for the project are of critical importance. Our team takes this task very seriously and we challenge ourselves to create informative, illustrative, and comprehensive drawing packages. Our goal is to eliminate any and all ambiguity in the drawing package to help ensure a very clear tender and construction process. Costly addendums, extra’s, and site instruction reports must be avoided to ensure that project budgets are realized. Our technical planning and details for this project will create a comprehensive drawing package for tender. Construction Administration Once site selection has been achieved and the design drawings have been converted into technical details the park must be built. Our team works well with contractors and sets a structured schedule of site meetings and reviews to ensure that communication is maintained throughout the project duration. We understand that the Town of Tillsonburg will act as project manager for construction. We will set a schedule of site reviews at the beginning - middle - and end of the project. These reviews will be done to certify quality and compliance with the specifications. Our team has vast experience with skatepark construction both from a consultant and contractor standpoint. This exposure to both realms of project management gives our team a unique perspective and allows us to communicate with authority and knowledge on all aspects of youth park construction. Maintenance & lifespan Skateparks are probably the BEST investment a community can make. In our experience we have found that communities have limited maintenance to perform on each facility. Litter is the primary concern and regular staffing must be allotted towards litter removal and clean-up. The second largest maintenance factor relating to youth parks is graffiti. Depending on the Municipality’s stance or policy, there will be a requirement to remove offensive graffiti even if the city opts to allow some tasteful graffiti art within the confines of the park. With proper maintenance and care youth park facilities can last for decades. We have seen parks built in the late 60’s in Canada that continue to see high volume of youth traffic and are still considered to be in good shape. With annual maintenance of cracks or irregularities in some finishes, this park will last for many years to come.

Budgetary Constraints Our team has been involved with the majority of concrete skatepark developments across the nation in 2005/2006. Our experience with tendered contracts in early 2006 tells us that a total project budget of approximately $100,000 -$125,000 will likely correspond to a ‘hyrbrid’ (combining street and transition terrain) skatepark size of 3.500 - 5000 sqft. Specific site conditions, local construction costs, and the park program chosen by youth and community will ultimately affect the final total square footage. Our team is committed to working with the community to design to the intended budget. Start up Meeting / Program Review (Initial Meeting) The consulting team will meet with Municipal representatives and other key stakeholders to review the intended program for the skatepark development. At this time, project goals and objectives will be confirmed, timelines set, processes reviewed, and lines of communication established. The consulting team will also work with the Town to obtain and review all available base data for the approved site. Detailed site survey and geotechnical information will be obtained as well as other pertinent data related to grades, irrigation, existing vegetation, current and future site development. This base information will serve as the framework for all future design work. Our team witll fill in the ‘gaps’ where necessary.

Week 1 (Afternoon/Evening)

Prior to engaging in additional conceptual design development, the consulting team will conduct a design workshop. This workshop usually takes place in the evening at a time convenient to both parents and youth. The workshop will consist of an oral presentation, power point review of youth park development and current trends in skatepark development in North America.

This is a useful information session for parents and stakeholders who wish to learn more about skateparks and the ‘action sports’ phenomenon. Begin development of alternate design concepts The consulting team will gather information from the youth workshop sessions and our online forum to begin developing design concept alternatives. Our experience has shown us that one dominant concept will begin to emerge through this process. However, having alternative layouts with variations on obstacles suggested by the youth/community will help build consensus and provide another opportunity for youth to ‘make the final decisions’.

It is also critical to allow for public involvement and suggestions to ensure a holistic design process.

Begin Working Drawings We will begin work in earnest to complete the technical specifications and working drawings for the Youth park project. We anticipate a timeframe of 4 weeks until we can submit 80% complete drawings for discussion and review with staff. Complete Working Drawings / Assist with Tender Preparation The technical design team will complete all construction detailing, construction documents and construction specifications for the skatepark project. Final drawings will be sent for review by the Town of Tillsonburg. We will work with the purchasing dept. to ensure that our front end tender form can ‘dovetail’ with existing contract documentation.
